Water is the source of life, green milk, is the material basis of human existence and development .The historical development of human civilization shows that where is clear rivers, glassy lakes, there will become the cradle of humanity live. Water is not only the lifeline of human existence, economic development and social progress, but also is an important component of overall national strength part ,and the strategic resources of a national economic, social and cultural development. Water shortage crisis come, while filling the city's wild in the desert Loulan disappeared.Water scarcity is a long and complex problem, in real life deal with scarcity of water resources have two ways: first is by new water project to solve water scarcity in the region, this method is relatively straightforward, but it need large investment, difficulty to implement and can not be completed in a short time; second is a more practical and also a feasible approach which is water conservation. In this paper, Yongjing county of Gansu specific measures to solve water scarcity for example, (the most typical local conditions in East-west of Yongjing County District implemented the "121" Rainwater Harvesting Project, "121" refers to the rural per Catchment area of 100 square meters building users, maintenance of two sump, built an acre of irrigated land). by to analyze the problem of water scarcity in the western region, give the advise of improving the legal strategy for water scarcity problem in western of China .Confront on scarcity of water resources not a technical perspective simply from, it should be combine with water management, water conservation laws, regulations and policies, regulate the problem from the aspects of laws, building an green habitation environment which fit for human to live, developing society in which human harmony with nature.
