Water is the fundamental natural resources and strategic economic resources. In recent years, under the urban spatial development strategy of "East Extension,West Intake, North Span, South Control, and Middle Scatter" and the urban development objectives "To achieve a new leap forward and To build a new Spring City ", tremendous pressure has been brought to Jinan's urban water resources, with the growing of urban built-up area and the rapid expansion of industry and population size. At the same time, on the one hand, a large number of rainfall runoff are excreted outbound without effective use; On the other hand, urbanization can increase the water storm peak and bring frequent urban waterlogging disasters. In order to alleviate the contradiction between water shortages and waterlogging disasters in the city of Jinan, effective use of rain water has been carride out reasonably through methods such as starting from the source water, increasing the utilization of rainwater harvesting, optimization the portfolio of row and storage, increasing the infiltration capacity, and so on. It has important strategic significance to the protection of urban water supply, sustainable use of water resources, rapid economic development, virtuous circle of urban ecological environment, springs spewing all year round, and promotion to the image of the city.In this paper, based on accessing to a large number of literature and taken Jinan City as the research object, status and trends of domestic and foreign rainwater utilization were studied, and at the same time, influencing factors of resourcelization for rainwater were analysed, and a series of in-depth research had also been done as follows.First, with the storm datas collected for 41 years between 1966 and 2006 from huangtai bridge station which can be better on behalf of precipitation characteristics of Jinan, intensity formula of short-duration rainstorm was derived in Jinan, by using the annual maximum of sampling, fitting by Gumbel curve, and combing with the least squares method. Second, with the rainwater samples collected from 10 times of rainfall in Jinan during June to August in 2010, tests were did to determine rainwater quality, characteristics of concentration changes of pollutants (TN, COD, NH4-N and SS) that contained in stormwater runoff which flowing through different underlying surface were analysed and changes of the concentration of heavy metals (Cd, Cu, Mn, Pb, Zn) were discovered.Third, the key technologies of resourcelization for rainwater were summarized, and corresponding programs to use water resources were proposed for prings recharge areas, sand residential areas, industrial areas, heavy traffic areas and commercial areas in Jinan. Finally, the benefits of rainwater resourcelization were studied on from three respect:economic, ecological and social.
