In recent years, the technology of energy meter develops by leaps and bounds, and categories and function of the meter become more and more various. The power sector continuously has improved the quality of services to clients, enhanced the control to the quality of meter, set specialized personnel and used professional precision instruments for quality evaluation about various energy meter.According to the requirements for evaluation and training skills of verification workers by verification department in Electric power company, this paper introduces a synthesized verification system about simulated energy meter, to improve the efficiency of the verification of power companies. This system consists of PC calibration software and energy meter's hardware. It uses ZigBee wireless modules to realize data interaction between PC calibration software and hardware device, and to complete calibration tasks. Simulated energy meter ,whose core is ARM micro processor, can simulate various types of real energy meter's function, and achieve multi-usage. The whole system does not connect real three-phase electrical signals, and does not need large and expensive calibration devices. It can realize the various functions by energy meter verification regulation, greatly reduce the cost of power sector verification and improve the quality and effect of verification.Firstly, according to the present technical background, this paper analyzes all aspects of hardware and software requirements. And then, it describes the design of hardware module and circuit diagram detailed. In the part of software design, according to the requirements of the specific system, it specifically analyses the software design process and function realization.Finally, through the commissioning and working to the system, the reliability and stability of this design is proved. The system achieves all the expected effects, and realizes all functions for system requirements. At present, this system has been working in the power departments. It works wonderful and improves the efficiency of work for energy meter calibration.
