Taking a panoramic view at home and abroad on the application and research of Green Space System, the objects of study were focused on large and medium cities, on the contrary, there is no research about green space system in counties. Therefore, based on EI Theory, the paper is taking Tonglu as a small county example, analyses its green space pattern and benefit from"macro- meso-micro"such three different levels and discusses its planning theories and methods.Main results of this study are as follows:(1) The population of Tonglu County is mainly distributed along the Fuchun River and along the "Fengshui River - Fuchunjiang" area is the most concentrated part. The process of urbanization is become more visible with the expansion of population, the land for construction, the road network system etc. At the end of 2008, the green area of the town had built-up to 355.56ha, while, 558.22ha green area in urban area.(2) The pattern of urban green space system in Tonglu county is about: one-core, two-pieces, three-axis, three lines, nine-branches; while one-ring, three-mountains, six-axes, 13th-band in urban area. Through the planning and construction, try to make Tonglu become a "Mountain - water - city" with a pleasant living environment and good ecological environment.(3) In order to Make Tonglu become a combination of open space of "Mountain - water - Island - City" need strengthen its horizon line and create a visual landscape of Fuchun River corridor in Tonglu.(4) The existing park system in central part of Tonglu distribute unreasonable and lack of efficient service. While after the planning, the number of garden and a series of index have been improved greatly, such as the accessibility and service. According to the research, we find that, after the planning the rate of park service area raise up to 92.9%, while the service population reach to 82.2%. In the future we should focus on resolving the problems of the layout of green space and the matching problem with population distribution pattern.(5) focused on the space protected of archaic buildings and the constructed of green area in Huanxi village, by Combining the greening of streets ,rivers, yards and so on.(6) It shows that, in 2008 the green space efficiencies of urban area in Tonglu have increased to 1.878598 billion RMB, while the prime cost is 565.9405 million RMB.
