The Flood Control Ability Analysis And Countermeasure Study Of Small Watersheds In Zhejiang Province

Zhejiang Province is located in the coast of East China Sea,to the south of Tai Lake, four distinct seasons with plenty of rainfall. With the main landform of mountains and hilly areas, abundant water systems,lots of small watersheds and acute stream gradient,the flood could easily become disaster. On the other hand,with the rapid development of economy and urbanization, the damage of flood is increasing every year,the flood control situation is getting more and more severe as well.This article selected 30 watersheds from all of the 107 small watersheds of the province as typicals to study and analyze its flood control ability. we sort,gather,analyze and sum up the informations of every selected watershed's natual and social economic situation,historical flood damage situation,current river and flood protection works,main problems and planned projects through interviews and consulting,then bring forward the countermeasures to secure small watersheds'flood control ability with knowing the flood diasater reasons and current situations from above.Through investigation and study we could tell, the flood control projects standard of small watersheds in Zhejiang Province is generally low,the tasks of soil and water conservation,river dredging,bank and dam reinforcements are still arduous,on the other hand,the construction of hydrologic monitoring and alarm system is not complete yet,the consciousness of flood risk management and hazard mitigation is still not strong enough. It requries us to pay more attention to non engineering measures of flood control, perfect the construction of hydrometeor monitoring and alarm system, communication system,rules of law and flood damage insurance etc.,strengthen the management of flood resources and prevent the alternative of flood and drought.
