With modern electronic systems widely used and quickly development, high precision frequency sources used in standard signals has been put forward higher and higher requirements. They are inseparable from the phase noise measurement requirements. In many advanced electronic systems and equipment, the core technology is often has a low phase noise frequency source. It is often limited factors of the whole system. Phase processing and phase noise measurement now play an increasingly important role in the research and performance measurement of the basic frequency sources.These Days, with the gradual perfection of Spectrum Analyzer, phase noise measurement in frequency domain has played an important role in the measurement of short term frequency stability. In this paper,we make a long term research of phase processing technology based on equivalent phase comparison frequency , on the basis of research achievement,a new method of phase processing between two signals with different frequencies technology based on digital phase feature is presented. It breaks through the traditional theory which should use phase discrimination in signal of same frequency, and has more general significance for phase processing. In this paper, the principles was showed in Chapter three, the design and realization of the system were described in detail in the fourth chapter. The advance experiments in the fifth chapter proved that this scheme is feasible and novel. Compared with the traditional phase noise measurement system, because of no use of frequency synthesizer, low cost, simple circuits, high locking precision and low phase noise is possible.
