The removal of wrecks is a difficult issue in maritime administration. Wrecks can't be removed for the lack of expenditures and technology, so there are a certain amount of wrecks in our waters presently. The hazardous wrecks,which sank in harbor district,navigation channels or anchorage, etc, or with oil in it, probably will seriously interfere with safety in marine traffic navigation channel dredging,port throughput and cause marine environmental pollution and the public interests harm.As there were continually increasing public concern on maritime safety and marine environmental protection, in 2007 the International Maritime Organization adopted the "Nairobi International Convention On the Removal of Wrecks" (referred to as WRC), which filled gaps in the wrecks removal for international maritime convention, and provided a set of international rules for covenanted states and ship owners'rights and obligations in dealing with wrecks which endanger navigation and environment. Our country, one of Group (a) Members States of IMO council, is a big country in the shipping industry, and we actively participated in drafting,emending and adopting the convention, so we will enter it in a adequate time. There is a long coastline and a huge number of ships in our waters, then it will produce a great influence on related groups such as maritime administrative department, the ship owner, the insurer and salvage enterprise when WRC comes into force in our country. Therefore it is necessary to study on the strategic of China's entering WRC.To analyze the advantages, disadvantages and strategy of China's entering to " NAIROBI INTERNATIONAL CONVENTION ON THE REMOVAL OF WRECKS, 2007" more accurately and scientifically, this thesis detailedly analyzes the internal strengths, weaknesses and external opportunities and threats according to SWOT model. Using SWOT analysis method improved by Analytic Hierarchy Process (AHP), constructing judgment matrix, this thesis establishes the strategy analyzing model of China's entering to WRC. The result of calculation and analysis indicates that the order of China's accession to WRC strategic choice is SO strategy, WO strategy, ST strategy, WT strategy. The study result can provide a certain basis to relevant department for decision-making.This thesis contains the following five chapters:Chapter I is an introduction, which describes the background, purpose, significance and related studies; Chapter II introduces the method of SWOT model improved by Analytic Hierarchy Process(AHP) and strategy choice; Chapter III analyzes the internal strengths, weaknesses and external opportunities and threats for China's entry WRC in detail, and establishes SWOT model, calculates the weight of the above key factors; Chapterâ…£gives the strategic position decision basic on the strategy quadrilateral, and proposes performance measures; ChapterV is the conclusion and outlook, which summarizes the contents of this thesis and presents the deficiencies of this thesis.
