Since the opening of the ear of China's marketing economy, domestic economy has been growing so fast and upgrading the comprehensive national power. Meanwhile, with the scale extending and more population gathering into cities, urban growth has come into a complete new ear of more consumption of natural and social resources. Due to growing demand, it is still not enough quantity of resources inputs. Based on research on relationship between the urban carrying capacity and infrastructure, effectively use of resources for urban sustainable development may be some sort of approach to make the Nanjing city growing more reasonable and sustainable.With the principles of system engineering, beneficial analysis and social impact assessment, based on the correlation between local arterial highway and urban carrying capacity, this research takes such study approaches:first, building up the basic concept for this research; second, building up mathematics model in theory as the fundamental for next step; then, with the current study on Nanjing highway network, adopting some useful indices, putting them into the model to generate results for detailed analysis and correlation among urban carrying capacity, social benefit and highway network building; finally, some suggestions come up with some urban development dilemma.This study is aiming for improving urban carrying study and upgrading it by local arterial highway construction. Due to some sort of adoption in the assessment progress, this study may be another starting point for further research. And further more, this paper could guild Nanjing city development in some kind of aspect.
