Planning is one of the most important measures for government to implement hismanagerial responsibility for the society and its economy. Highway network planningis one of the key links in the decision-making system of the highway constructionmanagement system. It is an important part of land-use planning and intermodalnetwork planning of the country too, ensuring transportation industry develops welland continuouesly in various periods. The regional arterial highway network planningis to design the layout of the arterial highwawy network, which meets the demand forlong-distance and middle-distance trips and large amount of the traffic in that region.Comprehensive evaluation of arterial highway network planning descripts theconditions of the highway network, the highway network projects and the effects andvalues in all phases of the whole planning process.The highway network planning is one of the developing branches of knowledge.The contents, functions, methods and procedures of the planning are changing as theplanning concept at the core is changing.Based on the project—《Arterial Highway Network Planning in Jilin Province》which is carried out by Jilin Provincial Survey and Design Institute and entrusted byJilin Provincial Transportation Department, some new points of view, new ways ofthinking and new methods are presented in this dissertation, by studying thecomprehensive evaluation for the arterial highway network planning and otherrelative technic questions, complementing exiting evaluation theories and methods,modifying the highway network planning deficiencies. The oucome of thedissertation possesses practical significance and possibility of implementation.There are six chapters in the dissertation, and the main contents of every chapterare as follows:The first chapter is preface. In this chapter, the backgrounds and research statusand development trend on highway network planning evaluation both abroad and athome are simply stated. The purpose and significance of the study and the mainstudying contents in this dissertation are also put forward.The second chapter is highway network planning and evaluation. Firstly, theconcept at the core of the highway network planning at present and the main factorsimpacting highway transportation and categories of functions of highway network arestated, which is the basis and the strating point for all studies in the dissertation, andthen the general procedure of highway network planning and the role ofcomprehensive evaluation playing in highway network planning are simply stated.The third chapter is study on the comprehensive evaluation indix system forhighway network planning. In this chapter, highway network technic-economicevaluation indices commomly used are analyzed, and then complete networkcoverage status indix and promoting social-economy equity development indix aregiven. Furthermore, according to the difference of the function and the purpose of thecomprehensive evaluation in each step in highway network planning, the differentcomprehensive evaluation indix systems for different steps such as the actualityanalyzing step, the project design step and the construction sequence optimizationstep etc. are studied and established.The forth chapter is comprehensive evaluation technoloqy for highway networkplanning, in which the grey correlation projection method is applied to highwaynetwork comprehensive evaluation. It is testified that the method is more effective,impersonal and reasonable to the comprehensive evaluation of highway networkaccording to examples.The fifth chapter is highway network construction sequence optimization basedon the goal-evaluation analysis. At first, the highway network construction sequenceoptimization based on the goal-evaluation analysis is established, which aims atmaximum economic benefit, traffic capacity and social efficiency of whole networkoptimizing under some restraining conditions, based on the studying and analyzingthe theories and methods about highway network construction sequence optimization.At last, the method mentioned above is applied to the five-year construction sequenceoptimization of the expressway network planning in Jilin province.The sixth chapter is the summary of the dissertation, outlining the mainconclusion of the dissertation, and pointing out some theory and application problemsneeded to be researched further.On the basis of the project—《Arterial Highway Networks Planning in JilinProvince》carried out by Jilin Provincial Survey and Design Institute and entrusted byJilin Provincial Transportation Department, the dissertation does not study"wide-angle lens likeness" — large, complex highway network comprehensiveevaluation indix systems and comprehensive evaluation methods, but find out andimprove the deficiencies existing in higway network comprehensive evaluationthrough the practice of the arterial highway network planning in Jilin province, anduse and enriching existed evaluation theories and methods through the same practice.In conclusion, innovation points of view are as follows:1. In allusion to the evident deficiencies in existing highway network techniqueand economic evaluation indixe system, two composite indices are established -completed network coverage status indix and promoting social-economy equitydevelopment indix.2. Different highway network comprehensive evaluation indix systems areestablished for different steps in highway network planning to judge thecomprehensive status about highway network at all respects in light of the differenceof purpose and function of the different steps in highway network planning such asactuality analysis, project design and highway construction sequence optimizationetc.3. The grey correlation projection method is applicated to the highway networkcomprehensive evaluation, which comprehensively reveals the effects of all indicesso as to exactly account for how the highway network project closes to the ideal one,avoiding the errors resulted from comparing single indix.4. The highway network construction sequence optimization on the basis ofgoal-evaluation is established aiming at improving the decifiencies in that step, whichinclude three aspects: 1) cost restrain condition;2) comprehensive evaluation in thehighway network construction sequence optimization;and 3) applying theoptimization method.
