Distribution network plays an important role in the power system. It is also the carrier of the power market. In recent years, due to the mid-voltage distribution network isn't given sufficient attention, resulting in many deficiencies in the mid-voltage distribution network. In order to improve the economic operation and reliability of distribution network, the power grid corporation has invested a lot of money for the construction of distribution network. In this context, so as to enhance the scientific nature of power grid construction, improve the management level, maximize the benefits of power grid construction greatly, the following two aspects were focused in this paper:Medium voltage distribution grid as a research object, through researching the evaluation of connection modes in domestic and international, a suitable evaluation of connection mode for mid-voltage distribution network was established,which is applied in distribution system reliability assessment software based on AutoCAD, analyzing and calculating various connection modes, such as economic analysis and calculation, presenting kinds of the application and development model in different supply regions, also a detailed breakdown of the medium voltage distribution network planning and construction project was proposed.Taking into full actual considerations of the characteristics of mid-voltage distribution network and construction of distribution network, with the actual construction of technical constraints, resource constraints and other conditions, quantifying the climate impact of factors on the construction period, and learning the evaluation of medium voltage distribution network connection modes, such as economy, reliability, this article carried out a detailed classification of construction projects, a goal of minimizing risk for the timing optimization model in construction projects was established, and with the genetic hybrid algorithm the complex simulation was optimized. To an actual city planning and construction of mid-voltage distribution network as an example, the scientific, validity and practicability of the mathematical model and optimization algorithm were confirmed.
