Since 2009, along with the global economy has got warm again after a cold spell; container throughput is now taking on a high-speed growth momentum again. The rapid development of container driven the development of container terminal, along with the terminal throughput growth, port area and equipment quantity is also increasing. The container terminal throughput is constantly increasing, it requires container terminal can be operated more efficiently. The effective management and scheduling of container terminal resources is necessary to ensure the smooth flow of container terminal. Port Container Yard is the dedicated area in the port for Stockpiling container. As the main component of the port, Port Container Yard is the key area of the port which is playing the very vital role in the container port operations logistics processes. How to assign and use the resources of yard is the issue what dock handling crew care about, and impact on operational efficiency and operating costs directly. Furthermore, due to China trade surplus, allocation of export boxes became the key issues in the optimal management of the container terminal operation.Based on the consideration of main factors of the container terminal export carton block allocation, this article establish mathematical model which consider the two main consideration goals in yard practical operations as the objective function. Firstly, we deal with the container terminal yard system, with a view to the dynamic, uncertainty and complexity of the scheduling issue in container terminal yard system, confirm the main factors which influence through capacity of the container terminal yard system. Secondly, build a multi-objective model with the objectives of minimizing the total transport distance to containers and minimizing the work load imbalance in the yard is proposed in this paper. Finally, an improved linear efficacy coefficient method is proposed to deal with both objectives in order to transform the issue in to a single-objective integer programming model.
