With the rapid development of global economic integration in recent years, the port containerization is now playing a more important role of node center for regional and global shipping. The domestic port container handling capacity is also experiencing the extraordinary development along with the spectacular economic progress. However, comparing with developed countries, the national container port business is facing many urgent problems. Most of the ports are running full or over load due to limited resource, this has caused anchorage overtime and operation inefficiency which seriously impacts the economic benefit and competitiveness of the container port business.Based on port optimal resource allocation theory and multi-objective dynamic characteristic analysis research, taking minimum anchorage period as objective, separating from the individual berth and quay crane allocation method, this thesis analyzes berth-quay crane as one unit, building up the optimal resource allocation mathematic prototype of berth-quay crane with its working constraint conditions, which objectively reflects the actual port system status with full consideration on port flexibility and quay crane continuity characteristics.This thesis has proposed a kind of heuristic algorithm, which takes analogue simulation of "vacuumizing" used by "vacuum storage bag" in real life and implements it in port operation schedule. Comparing with the traditional berth-quay crane allocation method, the minimum anchorage period can be ensured with the maximum amount of available quay crane as the initial planned amount via using this algorithm to solve the created berth and quay crane optimal resource allocation model. Besides, it extracts the gap in quay crane allocation plan via algorithm implementation to achieve maximum work efficiency and minimum idle period of quay crane. Through the actual ships arrival data verification at last, it is found that comparing with the traditional plan, the anchorage period is highly reduced with quay crane usage efficiency enhanced via multi-step optimized allocation plan, which demonstrates the high efficiency of the algorithm.The thesis takes the existing problems of national port as the research and analysis object, proposes a brand new heuristic algorithm, and it has achieved the best allocated ship quay crane amount and berth dock position and order, which meets the goal of resource allocation optimization and port working efficiency enhancement and ultimately improves the port competitiveness. It is practically instructive in actual port berth-quay crane resource scheduling.
