With the socio-economic development and urban population growth, the travel demands of urban citizen is increasingly growing, which usually exceeds the transport supply, and results in severe traffic congestion. As urban public transit has the advantages of larger carry capacity, relatively small investment and lower road occupancy rate, local governments and transport management departments have gradually realized that the key to solve the problem on urban transit is to give priority to the development of urban public transportation. The bus scheduling problem is the core content of urban public transit. Using a scientific and rational optimization management method of bus scheduling can effectively ease the contradictions of travel demands and travel supply, balance the benefits of the passengers and the bus companies, reduce passenger's travel cost and alleviate the urban traffic congestion. It also could increase the operating efficiency of public vehicles and improve the service level of public transport system.For bus schedule during the peak period, the traffic shows imbalance in the direction, time, and site. So if we still adopt conventional operation mode, it will cause part of the site overcrowding, long waiting time, thus affect the service quality. This article proposes the entire car-based mode, according to the actual situation, supplemented by shuttle bus and station express.This article introduces several methods to investigate passenger volume, and compares their advantages and disadvantages, and then makes schedule choice basing on the distributing characteristics of passengers. Then propose a framework for designing the shuttle bus, and then to make trips through the introduction of deadhead trip reduce the number of fleet vehicles required, the final deficit based on Minimax H algorithm and construct a new schedule function, making the required minimum number of vehicles. In the final establishment of the passengers waiting for the bus to minimize costs, travel expenses and the cost of the bus company as the objective function, through the model to determine the station express docking site and the headway of vehicles and scheduling methods, and the genetic-simulated annealing algorithm asked the major stations on the way to express the scheduling problem is solved. The results show that the station express the whole car with the operation mode can effectively reduce the waiting time for city residents and travel time, but also can improve the effectiveness of public transport enterprises to optimize the results more obvious, with a strong practical value.
