With the rapid development of economy, urbanization is accelerating, more and more solid waste is discarded in the city, causing many problems of the social and environment. Municipal solid waste which has not only caused serious pollution of the city's ecology and health, but also has affected the city's economic development, has become a bottleneck of restricting the rapid development of the city. In China, the waste recycling rate is relatively low, a large number of recyclable resources are discarded, causing serious waste of resources, it is necessary to recycle the resources.The design of waste logistics network is a matter of economic and social benefits. From the related concept of the solid waste recycling logistics network, the paper summarizes the characteristics of solid waste logistics and the content of location- routing problem; combining the study of LRP, the paper discusses some problems in the implementation process of solid waste recycling logistics, in the view of the current status of recycling logistics network design, then construct the solid waste paper recycling logistics system-double model of LRP, including the location of transfer stations and the running route of collection vehicles.The solving of the location-routing problem includes two stages:the first stage involves the location of transfer stations, constructing the groups of transfer stations and collection points, so that we can obtain the initial routes according to the maximum load of collection vehicles; the second stage optimizes the vehicle routing adopting the advanced heuristic algorithm-tabu search algorithm. Write programs about tabu search algorithm appling C++. according to the international standard test data of the vehicle route structure 36 points location- routing problem of test data, after test analysis, the design algorithm is stable, solution speed, which proves the effectiveness of this design and feasibility of the algorithm.
