The highway transportation terminals are important subsystems of the transportation and the important connection nodes of the urban passenger transportation and the external passenger transportation. The convenient, fleet and secure transportation connection system will benefit the delivery and transfer of the passengers in and outside the city to ensure the daily manufacture of the city.After looking up relevant literatures and research achievements, the paper researches into the arrangement and organizing external passenger transport terminals of the highway based on the practice of Liao yang city. First, in order to find out the sticking points of the system, the paper diagnoses the present operation situation of the highway passenger terminals according to the investigation of the passenger delivery market. Then, the principle and idea of the arrangement planning are put forward. And the prediction of the volume organized and volume handled of the terminals are carried out on the basis of the tendency of development economy. Subsequently, according to the scale, the overall arrangement, the regional status and the function of the city, the scale model of the terminals is decided. And by means of the Delphi and cost analysis methods, the schemes of the passenger terminal arrangement are determined. Secondly, organizing external passenger transport hub and passenger information of design theory are used to the highway passenger terminals to analyze on organizing design and passenger information system of the external passenger transport terminals of the highway of Liaoyang City.
