With the urbanization process speeding up and the rapid development of regional economic integration, relying on the advantage of convenient and fast, the highway transports have become one of the main way for the residents'travels. To the big cities, the traffic is very complicate, and rationality of the layout of highway passenger terminals affects directly the healthy development of urban passenger traffic. The purpose of this papar is to provide theoretic support for planning, construction and decision-making of highway passenger terminals in china big cities.Firstly, based on the analysis of system characteristic and development trend of highway passenger terminals in big city, the paper discussed the relation between development mode of highway passenger terminals and the city development, and put forward that"parallel development mode"will be the ideal development model of the highway passenger terminals of big city in the future.Secondly, the paper studied the method of the layout and site-selection of highway passenger terminals in big city, including primarily three parts of contents: In the first instance,to get the passenger amount of highway terminal, the paper put forward a analysis method that is based on the estimate of the total passenger amount, and as well the effect of passengers sharing of the railway and bus should be considered, and based on which, the paper analyzed developing characteristics and requests of highway passenger terminals in big city and revise the formula of the norm. Secondly, put forward a new thought of site selection " first fuzzy orientation, second accurate site-selection ".Aiming at that whether there is the orbit transportation in big city, this paper discussed the"fuzzy orientation"differently, and during the period of"accurate site-selection", this paper put forward a optimal model that takes the minimum time as the objective function. Thirdly, based on the layout of the highway passenger terminal and demand analysis the methods of calculation the area of the main establishments were put forward by using the theory of space-time consume and combining correlative criterion. Furthermore, this paper gives Huaian as an example.Thirdly, the paper mainly studies in the modes of highway passenger terminal's management,the improvement of its service function,the foundation of info-based service system and the political insurance of it. The paper also discusses the requirement of these aspects to terminal's basic condition, in order to form a feedback to the factors which impact the highway passenger terminal's site-selection method mentioned in this paper and enrich the method.Finally, the paper gives huaian as an example.
