The Study Of Ship's Safety Conditions Based On PSC Inspection

From the first Memorandum on Port State Control-Paris-MOU signed in 1982,and today have established the world's major regional cooperation organization supervision,, the port state control have shown very significant role in the protection of navigation and environmental safety, reduce and eliminate the low-standard ships. Even if a considerable number of maritime accidents happening in the world each year caused enormous loss and damage on human life, property and the marine environment. PSC inspection as the world's widely recognized and authoritative ship inspection, deficiencies of ship in PSC inspection because of standard unity and existence of deficiencies make it more control, which also make the safety of the ship becomes more accurate.The paper starting from the deficiency factors, analyzes a link on ship accident, and then hope that the safety situation on the ship for analysis. The data of Tokyo MOU in 7 years as the basic data, using factor analysis method of principal components extracted from the raw data to reflect more than most of the main factors and utilizing the composite score by year and the annual number of accidents related links derived influence on certain of accident from various deficiency factor, then estimated the safety situation based on the importance of deficiencies. Examples prove that by using the analysis method can determine the ship's safety situation.The results of method can help companies analyzing the safety of its ship or providing the corresponding reference to authorities have targeted inspection of ship. However, the factors selected that lead to ship accidents are inevitable omissions and can be further supplemented. All these mean that the analyses in the paper are not complete. There is still much room for development of analysis based on deficiency factors of ship.
