With the establishment and development of domestic regional economic circle area, the scale of regional highway network continues to expand and improve, making highway traffic load between urban agglomeration increase day by day. The different functional partition in urban planning make partial highway sections has become part of the urban commute road. The rapid development of economy prompted traffic demand has increased dramatically, the increase of traffic load makes highway traffic capacity and service level reduce significantly, and it has began to appear the recurrent traffic congestion at peak times, the characteristics of highway such as safety, convenient and high-efficiency are difficult to fully realized, meanwhile partial sections traffic congestion has affected the running of the whole highway network traffic state, therefore it needs to implement highway traffic running state real-time monitoring, releasing the traffic status information timely, in order to give full play to highway efficiency.In present there is less study of highway traffic state, more research of highway traffic event discriminating technology. Most of this technique is judging some traffic flow characteristic parameters whether meets a set of threshold or not. However, traffic flow characteristic parameters will be abnormal fluctuations or mutations only after the traffic incident happened. So the discriminant technology exists time lag. All levels of management departments to take corresponding measures also need the reaction time, more in time in the lead to traffic event processing is not seasonable, often easy to cause the second accident, cause more serious traffic congestion and jam.This paper relying on traffic application foundation research project of Ministry of Transport -The theory and application research on regional highway traffic status identification, to research the method of highway basic sections traffic status real-time identification. This paper firstly analyzes the traffic running characteristics on basic section of highway, find the characteristic parameters which can reflect the traffic condition, also with China's highways service level division standard, sets up the highway traffic status classification standards based on fixed traffic flow detector; Then based on Fuzzy c-means clustering to conduct clustering analysis of historical data of traffic status characteristic parameters on detecting unit (sections between adjacent detector), to get five kinds of traffic status clustering center; Then according the Euclidean distance between the measured data and the clustering center to identify traffic status on detecting unit; Finally, based on sets of traffic status decision information on detecting unit,to key research how to fuse and recognize multiple traffic status information of detecting unit on highway basic section to a traffic status information. According to the discrete fuzzy and time-varying characteristics of traffic status decision information of detecting unit on highway basic section, this paper puts forward to merge the same type traffic status decision information of adjacent detection unit to get orderly traffic status blocks; Based on vague set theory, consider the influencing factors of the traffic status blocks to traffic status of highway basic section as weights, this paper puts forward a new kind of weighted distance formula to establish the fusion and recognition model of traffic state of highway basic section based on the blocks decision information. Through an example to prove the validity of the model, provides a new way for identifying traffic state of highway basic section.
