With the development of computer and simulation technology, the application fields of computer simulation become wider and wider. Meanwhile, many of the problems can not be solved by a single simulation system. High Level Architecture (HLA) just appears under this circumstance. The main features of HLA are interoperability and reuse. Also it makes the live simulation, virtual simulation and construction simulation into a comprehensive environment, HLA satisfies the requirement of big system.This paper describes the relevant knowledge of HLA. Then, a common framework of the training simulator of flight command based on HLA was designed. It describes the composition of the module of the federal in details, and realizes the system's FOM/SOM development. The system uses Microsoft Speech Platform, through many ways reducing the recognition lexicon, thus, the speech recognition rate is improved. Using redundancy techniques, the system avoid the speech recognition "strike", and generating non-human interruptions. The trajectory equations commonly use the dynamic equations. But, it's very difficult to achieve them. Some are only theoretically possible, and can not meet the actual needs. In this paper, we use the actual flight data, polynomial and revised equation to section simulate. We achieve automatic flight, and gain very good results.In the internal of federal, we adopt UDP communication. In order to enhance the reliability of the critical data, we use the Linked list to achieve new communication mechanisms. We use RTI to exchange data among the federations. However, in order to achieve the real-time systems and reduce the burden of RTI communication, we design the principles of collaborative communication. Without affecting the simulation results, we greatly reduce the amount of communication data.Based on the above technology and design ideas, Chapter V gives a concrete realization of the system. As well as, the data communication among members of the federation has been tested. The results verify that the system can satisfy the requirements of real-time simulation.
