Energy is the foundation of modern economic and social development, the energy crisis continues to constrain economic and social sustainable development and people's living standards, energy security is closely related to the national security and economic security, excessive consumption of traditional energy caused the deterioration of global ecological environment. The whole world, especially China, vigorously conducts renewable energy research, accelerates the construction of the wind power projects, actively promotes the popularity of small-scale wind power generation systems and economic and social sustainable development.This paper first introduced the current situation and development trends of the small-scale wind power generation systems, and then studied the shortcomings of system structures and control algorithms on the basis of domestic and foreign technical features and research focus of the small-scale wind power equipment, finally proposed small-scale wind power generation system design. It will be illustrated from the system architecture design, control algorithms, system simulation, hardware circuit design and other aspects.This paper in-depth studied the small-scale wind power generation system's power controller algorithm. By investigating a variety of the maximum power point tracking (MPPT) algorithm and different implement programs, applied hybrid MPPT algorithm to actual multi-speed case, mathematical conducted researches on its maximum power point and wind speed curve on the whole dynamic process, meanwhile combined with system topology, investigated such algorithm on the system closed-loop control process. By comparing with various control methods on inverter circuit, the power controller unit control algorithm presented in this paper uses the selective harmonic elimination technology to control the inverter and joint control with the hybrid MPPT algorithm. The proposed system could make maximum utilization of wind energy, and thus improve the system's internal power conversion efficiency, therefore, reduce total harmonic distortion output waveform and harmonic content. The proposed system proves the double value of the theory and the actual operation of the power controller.This paper presents the constructed mathematical model of the main structure of the small-scale wind power generation system, re-designed inverter circuit structure, analysis on the circuit fault-tolerant features and working principle, and simulation research of the system. By calculating the circuit parameter of system components, to choose the right components and design the system main circuit, control circuit, voltage regulator and protection circuit etc. So that make a complete system structure and function.The power controller proposed has many advantages, like compact size, low weight, high wind energy utilization, high power conversion, excellent output power quality, improved function and high applicability, so it has good research value and practical value.
