In the modern warfare, in order to carry out effective command and control, how to calculate the integrated battlefield situation of one part by way of quantitative analysis and calculation of the other part has been one of the orientations which are researched by current military experts. Aimed at how to implement effective command and control according to battlefield situation, this thesis designed optimization decision-making system of Command and Control based on neural networks, using optimized calculating ability.First of all, this thesis described the research background and significance of Command and Control and made a simple introduction of research status domestic and abroad. Modern warfare is the full-scale war under the condition of high-tech. The form of the war has been changed from mechanization to information ization, from fight for air supremacy to outer space supremacy. It has been a hot issue for the military experts from every country that how to command and control war resources more effectively.This article described the concept,constituent and characteristic of Command and Control. Also, it analyzed the architecture and key technology of Command and Control. Besides, it briefly introduced artificial neural networks, especially BP networks. This article explained the total design based on neural networks and made a simple introduction for development tools of the system. In addition, it described the principle on which this program above mentioned may be realized and the possibility of this program. Moreover, it put the program into force.Finally, it made a preliminary estimate of the development prospect of Command and Control system based on neural networks.
