In the controlled waterway of the upstream of the Yangtze River, ships arecontrolled by signal stations and obey traffic rules based on traffic commands. Thesignaler of signal stations commands ship traffic via determines ship locations andreveals traffic commands according to traffic rules of the controlled waterways. In orderto adapt to the tendency of large-size of ship and high navigation density, to reduce andavoid the problems of long waiting time of up-bound ships, turn round behaviors ofdown-bound ships caused by possible poor judgment of signalers, to assure navigationsafety and improve traffic efficiency of controlled waterway, in this thesis, trafficcommand methods and Automatic Identification System (AIS) of ships in controlledwaterway were studied in depth. Based on expert system technology, knowledge base ofcommand decision-making messages is built and sorting algorithm of traffic queue ispromoted by Fuzzy Analytic Hierarchy Process (FAHP) and AIS; the traffic commanddecision-making expert system of the ship based on AIS messages is designed andrealize automatic navigation commands sending. The main work of the thesis issummed up as follows:Firstly. Traffic rules of signal stations and actual command process arecomprehensive analyzed; the task and requirement of navigation commanddecision-making in controlled waterway is investigated; an access to realize commandauxiliary decision-making by applying expert system and ship AIS messages.Secondly. Based on the requirements of ship traffic command of signal stations, thebasic knowledge such as ships info, traffic states and waiting time are obtained andrecorded to build system integrated database and knowledge base.Thirdly. Index factors that related with ship traffic queue are evaluated byinference engine of the expert system through FAHP technology.Finally. Based on design project of the expert system, the system function modulesare developed by C#programming. By the application of Shenbeizui Signal Station, thesystem is used for commanding ship traffic in practice.As the application results of Shenbeizui Signal Station shows, intelligentdecision-making system based on expert system can automatically generate ship trafficqueue and make intelligent traffic commands, which could guarantee the ships passingcontrolled areas with high efficiency and with good order, improve the efficiency, scientificity and accuracy of traffic command and transportation capacity of the YangtzeRiver route and achieve the expected goal of intelligent traffic command of signalstations.
