The rapid development of social and economic, so that the growing problem of energy shortage.Building energy consumption in the proportion of energy consumption should not be overlooked, building energy efficiency as a major concern. The number of the existing residential buildings are more,the envelope of the thermal insulation is poor performance and energy consumption is high in Urumqi. Therefore, analyzing techno-economic study on the energy-saving of the existing residential buildings envelope in Urumqi. the future of building envelope transformation of exising residential building is great significance in Urumqi .The paper combines the characteristic of natural climate and geographical location,analyzes the present situation and existing problems of building energy efficiency and proposes some incentive policies of building energy efficiency. The energy-saving technology of the existing residential building envelope is analyzed and the used energy-saving technology of the existing residential building envelope is investigated in Urumqi.In this paper, DeST-h software is used for dynamic simulation of exising residential building. Take for a residence example, to analyze the energy consumption before and after transformation. The simulation results can be seen, after energy-saving, meeting the provisions of"Energy conservation design standard (heating residential buildings)"(JGJ26-95). Required per unit area of residential building inUrumqi, the heat loss index was 21.8 W/m~2, and energy saving rate was requirements of 50%.In this article, the economic evaluation model is made on the energy-saving of the existing residential building, based on the market, taking into account the time value of money. The economic benefits of the energy-saving technology of the existing residential building is analyzed and evaluatd in Urumqi, dynamic payback period is evaluation criteria of the evaluation model of energy-saving. Take for a residence example, to analyze energy-saving of building envelope. DeST-h software was used for dynamic energy simulation after the reconstruction. The results simulation was analyzed the economic benefits of energy-saving. The economic benefits of energy-saving has been significantly improved. To Urumqi future energy-saving technology and economic analysis provides a theoretical basis.
