Study On The Post-disaster Recovery And Reconstruction Planning Of Small Towns In Sichuan Province

After the Wenchuan Earthquake,the resettlement of victims has been completed, when the post-disaster reconstruction was being carried out systematically.Since the earthquake has brought huge losses to urban development,the reconstruction of small towns in stricken region have to star all over again.It is a primary problem for planning compilers to find a way of organizing the reconstruction and formulating reasonable post-disaster recovery and reconstruction planning.In the background of earthquake,the post-disaster recovery and reconstruction planning is different from conventional planning in the respects of guiding ideology,procedures and implementation strategy,which needs to take rational use of natural and social conditions to redefine the location and scale of urban construction,adjust urban functions and development orientation,Then make practicable planning for the sustainable development of small towns in disaster area.This paper takes the post-disaster recovery and reconstruction planning as the research object,and try to find out the basic characteristics and general requirements of the planning by the analysis of related theories and cases at home and abroad.And then analysis the status and disaster situation of small towns and identifies the existing problems.In depth analysis and discuss the methods and countermeasures of the post-disaster recovery and reconstruction planning of small towns in Sichuan Province in respects of location and scale,functions and development orientation,spatial layout, transport and infrastructure, disaster prevention and mitigation, ecological restoration, spiritual renewal and social issues in combination of cases analyzing,in order to complete the reconstruction efficiently and provide references and recommendations for following planning of small towns.
