Project schedule management is the core of project management. It breaks down the project, makes a network planning and considers resources to improve and balance the schedule planning. A reasonable project schedule planning is the premise of the project performs and control. It is the core of the project success. By the development of modern enterprises, the projects become more and more complex. Special in Automobile industry, one-step-delay might cause the whole project schedule changing. So we should improve the precise and stability in the project schedule management. But it is difficult for the traditional project schedule management in the multi-project and resource constraints condition.Firstly, the article systematically studies and analyzes the disadvantages of the traditional project schedule management, and then suggests using the Critical Chain base on the Constrains theory in order to eliminate the shortcomings, improve precision and stability of the project schedule management. The Critical Chain theory considers the resource constraining and human psychology. It uses buffers to control and manage the project schedule. So it could improve precision and stability of the project schedule management. In Dr. Goldratt's literature , he illuminated the Critical Chain's idea and process. But he did not refer how to divide the importance from the multi-project.Secondly, the article studies on the project schedule management in SAIC Commercial Vehicle Technical Center. And then it suggests using the Index of Project Risk (IPR) method to value the importance degree in the multi-project. So the Critical Chain theory could be easily used in multi-project schedule management.Thirdly, the article uses the Critical Chain theory and IPR method to analyze the Fuel Cell bus project schedule planning. By calculation and comparison, we find out the result is more precise and stable by the Critical Chain theory than that by the traditional method.
