The development of urbanization to promote small and medium city become the focus ofeconomic development. and the old city area which has the historical issues becomes priorityamong priorities. Although the parking system in the old city has not reached the point of nomediation, the factors such as the lacking of infrastructure;the lacking of scientific and rationalplanning of land use;the sharp increasing in the number of motor veicles;the weak parkingconsciousness make the contradiction between supply and demand of time and space hasgradually exposed。With the help of “rudong county comprehensive transportation planning project,using theway of qualitative analysis and quantitative estimate. In the following work, making the planningproposals based on understanding the parking traffic characteristics of small and medium city inthe old city.①According to the present development situation of our city, updates the latest definitionabout the small and medium city, at the same time, give the reliable definition about the oldurban areas based on the advanced experience. On this basis, understand the macro researchobject in the ground and commercial residential development status and land use characteristicsof the different management measures based on the corresponding.②Make a comprehensive analysis of the old city small and medium city retains the parkingspaces、parking spaces and elastic commuter travel parking and the contradiction from the cityroad in transportation system. Then make a in-depth analysis of the old city parking problems inthe traffic characteristics, population distribution, employment distribution about the signs fromthe city integrated system. In order to break up the whole into parts to ease the parking conflict.③On the basis of qualitative analysis, using principal component analysis to refine thefactors in the old city parking system, and using multiple neural network trained to predict futuregrowth trends in parking demand, verify the urban development law. Depending on the relativeshift of urban commerce centers, employment centers and residential centers, develop not onlybased on the present, but also look to the future while parking management measures andpolicies.
