The paper studies the scheme and realization of combined GPS/VTS based on the AIS system scheme, we select radar and DGPS as the position sensor . The same target will appear two courses on the electronic chart for the errors of the two sensors are statistically independent. The paper mainly includes two points:(1) Study the fusion between AIS data and radar data in VTS;First the paper discusses the Kalman filter of the target's tracking. On the basis of which we study the data fusion between the track of radar target and that of AIS target. And at the same time this study will analyse and deal with the AIS position sensor including DGPS and none-DGPS.(2) Introduce the constitutes and realization on the ground of VTS/GPS combination application;It introduces the realization of VTS software and GPS automatic supervision system hardware. VTS software discusses the applications of computer network technique in modem VTS on the strength of the software that is developed by ourselves. While GPS automatic supervision system hardware put emphasis on the principle of time-division and how to achieve the synchronous technique and the realization of hardware by use of GPS second pulse. The purpose of the paper is as following:(1) The study of data fusion between AIS target and Radar target can partly resolve the problem of leak and fault track and the problem of target exchange.(2) If we take the DGPS as position sensor, it can improve the precision of radar track target prominent, else if we take the non-difference GPS, it can also improve the precision in quite degree.(3) At the same time, the realization of combined GPS/VTS application is really useful in such enterprises as harbors and oil-fields. In this kind of system, we identify the own ship and some special ship through GPS Automatic Supervision System. And it takes obvious effect in VTS. Also the introduce of Client/Server mode would resolve the problem of information sharing and redundance in VTS.
