Structural reliability rating, Structural residual service life predication and structural reliability design are some of the urgent problems need to be solved in the engineering field. Based on the dynamic reliability theory and the reliability rating criteria, a new practical method is presented in this paper, which will make the resolve of above problems available. Chief works are summarized as follows:1. The static reliability method is always adopted in the reliability analysis of structures, and it sometimes may lead to error according to the practical situation due to ignore of the resistance reduction with time. To overcome the shortage, in this paper, the time parametert is introduced into the structural resistance and load model, and it makes the calculation of the dynamic reliability available.2. On the basis of the combination of the dynamic reliability theory and " Ideal critical structure", a quantitative calculation method is presented which can turn the rating of structural reliability from qualitative analysis to quantitative calculation.3. In the dynamic reliability theory, reliability index is a function of the time parametert. So the time parameter t can be back calculated if have beenknown. And if is substituted by goal reliability index m, then the residualservice life of structures can be predicted.4. The dynamic reliability theory the structural reliability rating method and the structural residual service life prediction method mentioned above are applied to a simply supported beam bridge in this paper, and the corresponding calculation methods correlated to bridges are formulated.5. Have known the goal reliability index m, the structural resistance can be backcalculated; furthermore the members can be designed. It is indicated by example that this design method takes fully into account the resistance reduction, so it can maintain the structural reliability and durability efficiently.
