The paper centers on the accident of the liquid chemicals in bulk from the point of view of the damage analysis and the emergency response. First,the paper states the characteristics of the harm and the accident of liquid chemicals. Secondly,the paper puts forward to the methods of multi-factors Fuzzy comprehensive evaluation on the accident of the liquid chemicals in bulk. The method separates the chemical accidents into two types:pollution damage and safety damage. According to the suggestion of experts,eight damage factors are ascertained such as spill volume,the damage of water pollution,safety damage and the control of leaking sources. Fuzzy mathematical method is adopted to build the comprehensive evaluation model so that the levels of the damage of accidents can be judged. Then the paper analyzes the movement form of the chemicals in bulk. The formula that is concluded from Gaussian diffuse model calculates the area and the period of damage caused by the volatile gas in the accident of the chemicals in bulk. Lastly,programs on emergency methods to be taken in the accidents are put forward based on the results of urgency plan of oil pollution in port. Decision in accidents must be based on evaluations about the levels of the accidents and observations of the sea conditions and the weather. And the best method must be chosen according to the efficiency,practicality and economy of the different methods available. Besides,the author developed a software system on evaluation and emergency methods in case of accident of chemicals in bulk using VB 6.0. The users can master the levels of the damage and find out the main points of the emergency methods. And this can be done only by simple input of data and it can greatly decrease the dependency of the field workers on the experts.
