In recent years, the amount of liquid chemical transportation is increasing, andits spill caused huge economic losses and serious environmental pollution. Theassessment and emergency countermeasures about the spill of bulk liquefiedchemicals which happened in Bohai can predict the risk of accident and the possibleloss. It helps to make sure the high-risk accident areas and effects of the accident. Onthese foundations, the spill risks and hazards can cut to the irreducible minimum.A lot of success cases prove that the rational use of major accident riskassessment can reduce the probability of the huge responsible accident, thecatastrophic accident and major injury accidents. It provides the basis for the risk ofaccidents and countermeasures. It also can improve the management of the entireindustry and promote the healthy development of the industry. Thereby improvingthe reliability of the maritime transport of bulk liquefied chemicals, and indirectlyreducing logistics costs of liquid chemicals and promoting sustainable economicdevelopment. As well as, it is significant for enhancing the public image of theindustry.In this paper, it studies the risk of the chemicals spill in Bohai and the possiblearea of high-risk accident happened. The main contents include the following,1. Introducing the status of the transportation of the liquefied bulk goods in theBohai Sea, giving the types and characteristics of goods, studying the characteristicsof pollution caused by different kinds of goods, showing the hazards of the diffusionand pollution of the bulk liquefied spillage.2. Building the risk assessment system, establishing the model of riskassessment. Based on evaluating the example of the transportation of the bulkliquefied goods, received the risk index of accident.3. Meshing the area of Bohai Sea, respectively fitting the Bohai Sea grid chartwith the the distribution of pollution incidents in Bohai, the vessel traffic flowcharacteristics and the depth of Bohai. Analyzing the fitted grip map combined thecharacteristics of chemical tanker accident risk. Getting the Bohai Sea bulk chemicalspills high-risk areas by judging the risk index of accidents on the grid area. 4. Designing the contingency plan of bulk liquefied chemicals spill by combingthe high-risk areas and the characteristics of the accident of liquid chemical spill.The results of this study provide evidence and measures to reduce the risk ofleakage of bulk liquefied chemicals.
