This thesis concludes the flood control situation, engineering measures and the situation of optimal dispatch method. It studies flood control engineering system, which is composed of flood prevention reservoir, river course dyke and natural detention basin, and the relationship between various flood engineering measures according to the composition and characteristics of the flood control engineering of the middle-lower reaches of Beijiang . It suggests the objective function based on the least flood loss and the optimal dispatch strategy structure of the middle-lower reaches of Beijiang bound with the requirements of the flood gradual progress equation combined with hydrology and hydraulics. Using flood progress model and the different discharge of Feilaixia reservoir, we can calculate in time the water level and discharge of middle-lower reaches of Beijiang, thus increase the accuracy of flood forecast and provide the important technical support for the further research on the optimal dispatch method of flood control system. Management mode of the flood control system is the key point of the fast, effective operation of flood control system. So this thesis further discuss the management mode of the flood control system of the middle-lower reaches of Beijiang based on the discussion of optimal strategy structure of the flood control system of middle-lower reaches of Beijiang. Through comparison and analysis of the advanced valley management mode of foreign countries and our country, it sums up the quintessence of the advanced valley management mode of the foreign countries and the main problems existing in the management mode of flood control engineering system of our country. It suggests the scientific management mode of flood control system that suit to our country.
