Flood disaster is one of China’s major natural disasters, serious impact on the safety of people’s life and property losses, which restricts social and economic development. Once the flood comes, it must be immediately transferred only increase casualties and property losses emergency transfer efficiency to be able to minimize the floods. Floodrefuge shift work in the key lies in the selection and optimization of the transfer path of the resettlement area. This paper mainly deals KANGSHAN flood detention basin were studied Floodrefuge relocated problems. According to the status Kangshan flood detention basin to Lake flood of 1954 under the most adverse conditions, the division of the danger zone, identified the resettlement areas and transfer routes. In the choice of resettlement areas, the main factors to consider include: elevation, slope, land cover, distribution of settlements, roads and transportation. After the resettlement areas were determined using dynamic optimization model developed transfer route. Specific studies are:(1) to collect and process data in the study area basic geographic information and related auxiliary data, statistical analysis, spatial characteristics of its related factors;(2) the preparation of flood risk maps, build hydraulic model, a combination of program analysis and research of flood floods analysis;(3) analysis of the topography of the study area characteristics, population distribution, land use characteristics and optimal migration path Floodrefuge, research Floodrefuge transfer programs;(4) comparative analysis of the development program Floodrefuge relocated.Based on the theory of the transfer path selection and resettlement areas were systematically studied, the research results can provide a theoretical basis and practical support for the Floodrefuge relocated, related to water management sector in the actual work Floodrefuge relocated auxiliary decision support role.
