In recent years, it is terrible increasingly of the stabilization of power system as that power system runs more closely to terminal state. Under some emergent cases, it not only can ensure power system to run safely and steadily, but avoid country economy and production lose terribly if taking emergent control accident. Then it becomes the interested problem for researcher how to take emergent control well and aptly. The mostly aim of research in this thesis is that applying the theory of hybrid system which is emerging to the emergent control of power system. In this thesis, the scheme of emergent control of power system is firstly put forward in accordance with the theory of hybrid system on the base of analyzing the hybrid character of power system. This scheme provides specific framework for the succedent chapters. Secondly the model of fault diagnosis used by fuzzy Petri nets is established in accordance with the information of protection of power system and considering the uncertainty of action of protection. Then the model of fault identification is established, in which it needs Real-time data of power system in this thesis. So applying SHGM estimation method to estimate the collected data, it ensures the reliability and veracity of data. Then the model of decision-making system of emergent control used by differential Petri nets is established on the base of analyzing aim and means of control of power system, and the computational approach of this model is put forward in this thesis. Furthermore the method implementing optimal control measures is provided considering the economy of power system in this thesis. Lastly it simulates a typical five machines system in this thesis. The result of the simulation illustrates that the control scheme presented in this thesis possesses notable action and fine effect to restrain serious sporadic disturbance, thereby improves the stability of power system.
