First, this paper show the engineering definition about the health diagnosis of the reinforced concrete structures ,and the premise , method of the health diagnosis and the examination technique and the means of the strength transformation and crack of the reinforced concrete .Then ,making use of the knowledge of fuzzy mathematics theories and combining the corresponding nation engineering code and actual engineering ,a method of the health diagnosis of the reinforced concrete is given quantificationally.Second ,on the basis of the elastic theories ,discussed the reason of the temperature stress in the big block reinforced technique and the calculation method of the health diagnosis technique, and how to control the crack of temperature stress is discussed completely and systematically in the paper .Finally , according to the economy , technique and construction , the advantages and disadvantage of all kinds of strengthening are discussed in the paper .Making use of the ANSYS ^analyzed the characteristic of the strengthening concrete .The research show that the strength of concrete is better after being used Carbon Fiber .It show that Carbon Fiber is a better material of strengthening concrete .
