| Transportation is very important for development of economy. In many influence factors, such as safety and efficiency, safety is always put in the first position among all models of transportation. A big part of goods and passengers are transported by inland waterway in china, however, this makes the water traffic more crowed, less efficient and even more in disorder. It also makes those marine accidents happened frequently.With amount of vessel development, the increment of the density, the descent of the transportation flows velocity, the transportation flows will appear the mess and marine accidents often take place. The statistics shows the accident of vessel collision is head harm to sail safety and has most proportion in all accidents of in inland waterway. With the ship's velocity increased and ship's density augmented in navigation water, accidents of collision, especially in busy navigation water, bad navigation water and nearby navigation water in port, take place more easily. Artificial factor is main reason in marine accidents. In order to avoid and reduce accidents of collision, it is most necessary to strengthen research on decision-making system of vessel collision avoidance.It is the purpose of navigation to convey cargo and passenger to the destination safely and effective. This system is called navigation system. It includes ship, environment and navigation method. Research on collision avoidance is studying around the three factors in many ways and many directions. From subjective and impersonal condition and all the process that two vessels meet and then collide, avoidance collision about single and two vessels is studied with qualitative and quantitative way. Collision happens after encounter. If we try our best to avoid ship' encounter or reduce amount of ship's encounter, collision will reduce greatly.The study on ship's collision risk index (CRI) and decision-making of collision avoidance model has been shipman's most concerned problem. In this field, there are a lot of questions to be resolved urgently. How to avoid collision effectively, including safe speed, the determinations of ship's CRI, theopportunity of avoiding collision and the magnitude of action taking?We make our judgment whether ship being in collision risk or not before, only through observing original data of target ship such as range and bearing and their changes. In fact, studying and dealing with these observing data thoroughly will give us unexpected and valuable information. More researchers concentrate on vessel avoidance collision about sea and less researchers are engaged in it about inland waterway. Remarkably, the navigation condition in inland river greatly differs from the other navigation water: complicated and changeful sea-rout condition, the heavy density of the ships flows and the restricted navigation water area and so on. Contacting with the characteristics of the inland river, making use of the ship's avoidance collision theory knowledge, we study action of vessel avoidance collision.The dissertation is divided into six chapters. In the first chapter, it reviews the current research of decision-making system of vessel collision avoidance in the domestic and foreign countries. In the second chapter, the principle of collision avoidance and condition of vessel collision avoidance are analyzed, including shipman-machine-condition, three main factors. In the third chapter, main factors of navigation condition in inland river and ship safe speed are analyzed. Computational methods of safe speed according to different navigation conditions are given with qualitative and quantitative way. The process of vessel collision is divided into four phases and encounter phases also are carved up in the fourth chapter. Mathematic model of decision-making system of collision avoidance is established, including that method of degree of collision risk, model of degree of collision risk, models of ship domain: the ship domain in busy navigation water and the ship domain in channel in inland river.
