Study On Quantitative Assessment Of Selecting Ship For PSC

In international maritime field; PSC means international control to foreign flag ships in and out the controlling water area, according to international convention, enforcing international code and guidance, and minimum requirement of suggesting technical standard, which is carried out by maritime department authorised by port government. PSC is a important means to achieve our aim "navigation safer, ocean cleaner", and as last marine safety defence, we has paid more and more attention to PSC, but we didn't study further ships selection which is an important part of PSC. This paper first introduces the research background and importance, and pointing out the research method and main innovating points. And then on the basis of introducing PSC's definition, elaborates the development of PSC and related laws, convention and inspection procedure.Ships selection is the first hard point in our PSC inspection. For carrying out PSC scientifically, normally, and effectively, this paper first introduces the selection standard of Paris MOU and Tokyo MOU, and then uses method combining qualitative with quantitative analysis, trying to analyze the factors influencing the selection of PSC grouped into 2 types: priority inspection and selective inspection factors, according to safety evaluation theory, and sets up evaluation index system to selection factors.This paper sets up PSC selection factors evaluation model by the means of fuzzy logic mathematical method, which turns out to be practical and ratheruseful judging from the confirmation results. This selection model can provide reference for PSC officer, hoping to make some fundamental application research for PSC in our country, with following value: 1.normalizing the selection work of port authority, lowering the random coming from people; 2.carrying out PSC effectively;3. arranging inspectors reasonably; 4.increaaing the work efficiency, and beating the sub-standard ships badly.
