The confirmation of the claimed train approval optimization project is a complex technical work. The manual method based on the practical experience in the past is no more suitable for the demand of the railway transportation development. This paper introduce the idea of economical benefit into the claimed train approval optimization and develop the claimed train approval optimization DSS.Using the claimed train approval optimization DSS to make decision can improve the efficiency of daily transportation organization, make decision more scientific and make claimed train approval optimization, which was under the manual experience management in the past, more automatical and intelligent. The paper uses the ROMC method to analyse the claimed train approval optimization DSS specifically.According to the peculiarity of the system, the paper uses the archetype method to design and develop the system, and design database subsystem,MB subsystem,KB subsystem in detail based on the giving the whole structure and the system structure. In the system,DSS integrates relative KB together, especially the train routing KB,approval experience KB.At the same time, the paper constructs the relative model of the claimed train approval optimization model in railroad bureau and uses the minimal cost and maximal flow algorithm based on queueing theory to solve the problem. The claimed train approval DSS take advantage of the advanced ES and DSS techology. The practical system uses Delphi6.0 software platform of Borland Corp. and adopts the Object Oriented Designing and Programming to insure the advantage of the the design of the system. The whole database of the system is designed on the platform of the SQL Server2000,can connect Oracle or Sybase database etc. by using ODBC,can achieve the data exchange and information use in common of the TMIS and FMOS, and can insure that the system is easy to develop and extend.
