For a long run, the maintenance system adopted by Tug and Barge Company of Dalian Port is a system called Planning Preventive Maintenance System. However, as the developing of the maintenance operation in Dalian Port, this traditional system is no longer suitable in today's condition. In recent years, the watercraft survey system in China has changed and progressed a lot, and in result, Condition Based Maintenance becomes being applied in watercraft's equipments more and more popular. In order to accommodate with the states, some research on maintenance system in Dalian Port is urgently needed, also it is a right time for a new system to come into being. Therefore, in the opinion of this paper's writer, it is appropriate for Tug and Barge Company of Dalian Port to establish a Pertinency Maintenance System in currently circumstance.This article introduces the theory of maintaining and management of the facilities, and demonstrates the rationality of the Pertinency Maintenance System established. It also puts forward the advice of establishing the inspection technique system of the facility condition. Applying the condition inspecting criterion and the decision-making method model of the maintenance, the article makes quantitative analyses and graph explanations to the facilities and their maintaining mode.In Pertinency Maintenance System, Condition Based Maintenance is the main part. Accordingly, as for the foundation of this system, condition survey must be applied on watercraft's equipments (diesel engine, screw propeller axes, etc), and the relevant decision-making system should also be established. Thus the research in this field is more valuable.
