The main part of Olympic economy is the study of the effect to city development caused by Olympic. This paper constructs dynamic simulating city decision-making support system by use of cellular automata, multi-agent method and complex adaptive system theory after analyzing the features of city development model and carries on artificial experiments aiming to the problem of city development caused by Olympic economy.This paper depicts tersely ideas and methods on traditional city development within the last 50 years. Space and time have been regarded as the main factors in establishing model in the traditional study of establishing city model. Limited by then theories, traditional ideas on establishing model are based on Dynamic and Mechanism. When actions of people are considered in establishing city model, the ideas of establishing model based on dynamic become futile. The key problem is how to depict cognitive functions of city constructors, inhabitants and designers. Mathematical mapping problems on using Cellular Automata as time and space features are analyzed according to typical time and space features of city development in this paper. The space relationships based on adjacent domain make it inconvenient to depict information city model. Especially, when the actions of people are considered in establishing city model, it's very difficult to depict the will of people.The whole model establishing method based on multi-agents and Swarm simulation platform based on multi-agents make it possible to establish city development model.Some typical model cases are analyzed in order to get some details on establishing model. "heatbug" model---the notion of emergency is displayed by depicting the mutual relationship between heatbugs. "migration" model---the notion of "the degree of attraction" is proposed by study of the current problems on population migration. "nomadism" model---the interaction between nomads and environments is displayed. The selection of residence locale, space distributedfunction of city population, the quantitative analysis of the causes of house price and the performance of decision-making and so on are very valuable.The ideas of establishing model by use of Cellular Automata and multi-agents theories are adopted on the basis of introducing tersely the realization process of city development model with the background of Beijing Olympic economy in 2008. Then main ideas of decision-making depended on environments are proposed and the environmental factors of city construction are depicted by multi-layer theory so that environment construction is clear, simple, extensible and flexible. So it's possible to construct large-scale city development model.In the final part, artificial experiments are carried out. The city model is analyzed respectively with consideration of Olympic factors since 2000 or not. And the result of this analysis can be used to support Beijing city development decision-making. When different policy factors are input in simulation, the development direction of city will concentrate on the center of city and at the same time spread around circularly by use of control methods such as government layout. City irregular expansion and central ebb vanish. This simulation results can be used to provide decision-making support to Beijing city construction.
