Metal Oxide Surge Arrester (MOA) is one of the most important equipments in electric power system. Whether its running status is good or not directly affects other equipments in substations. So it is necessary to on-line monitor MOA. In this paper, research status of MOA resistive leakage current on-line monitoring is introduced, different monitoring methods are analyzed and influencing factors of monitoring are presented, such as influence of power system's harmonic voltages, inter-phase interference, sampling methods on resistive leakage current of MOA. In addition, some of these problems are studied deeply. Based on above study, a novel local data acquisition and communication unit of Bus-Module on-line insulation monitoring system in substations is developed.
