Tentative Exploration On Conservation System In Historic Districts

The conservation of historic districts is a complicated and systematic engineering, involving such disciplines as history, urban planning, architecture, economics, sociology, management, law, etc, including different phases from theory to methodology to practice, as well as the three levels of urban planning, strategy, and operation. In the past, the error of conservation in historic districts mainly lied in decentralization of conservation elements and level system; therefore, the research upon conservation system of historic districts owns its theoretical and practical significance. In the light of current conservation conditions of historic districts, and maintaining theory invention, methodology invention, and system invention, this essay approaches and constructs the conservation system in of historic districts. First of all, from empirical point of view and through investigation and analysis, it summarizes present conservation conditions and current operation system while preserving historic districts and analyzes exiting problems and the dilemmas encountered with the cases of conservation over the past two decades as background. Secondly, through an analysis of aerial elements and conservation operation levels, it develops a systematic view, integration view and synthetic view in conservation of historic districts, utilizing three-fundamental operation theory, constructing a general frame of integration system in conservation of historic districts. Furthermore, it expounds three major aspects in conserving historic districts concerning updating planning concepts, synthetic strategy system, and implementation operation system. Firstly, utilizing the value of sustainable development, the essay dialectically holds the relation between conservation and development, expounding updating concepts and methods on conservation of historic districts in the perception of conservation planning of historic districts.Secondly, in the aspect of conservation strategy, it conducts the researches on strengthening function of macro-adjusting of government and function of macro-guidance of urban planning, defining the methods and system of participation of the public, and then raising synthetic and scientific strategic procedures under the double gauges of market economy and social value evaluation. Thirdly, utilizing the viewpoint of cooperation, it reflects on management system of conservation of historic districts in our nation, pointing out planning managementmethods and system cooperated with government organizations particularly from the angle of function; meanwhile, it explicates the respects such as implementation subjects, funds raising, legality construction, etc in implementation of conservation and transforming historic districts, and advancing operation system of multi-fundamental integration.
