The fast development of power system has made it more and more imperative to measure transient parameters, such as over voltage test, trial engagement test of switches, reactors and transformers, harmonics elimination test of arc elimination coils and trial operation of high voltage transmission lines. Consequently it is necessary to develop a multiplexed, synchronous and high-speed measuring instrument to record required voltage and current during electrical measurements. This instrument should be also adapted to the complicated conditions with over voltage, over current and electromagnetic interferences so that the existing problems associated with the use of other measuring instruments during electrical measurements of power system can be solved and ensure proper operation of electrical equipments. PICEP (Portable Instrument used for power system for Collecting Electrical Parameters) is just developed for above purposes. It can be used to measure transient parameters during electrical measurements and assist operators in identifying problems existing in electrical equipments. Operators can also solve the problems depending on above assistance. PICEP eliminated the drawbacks existing in traditional measurements (using light oscilloscope, magnetic tape machine and fault wave recorder), such as failure to start automatic recording, low acquisition speed, less synchronous recording channels, joint grounding of channels and less analysis functions for electrical parameters acquired, etc. PICEP meets the requirements of both production and R&D need of power system. The features of this equipments include multi-channel acquisition (16 paths), high precision (0.2 level), wide input frequency (25-20 kHz) and strong anti-interference capability. Through the tests at several substations we found the on-site operation of PICEP is good for electrical measurements, R&D and technical development. It is accepted and used widely.
