For the use of the user, under the development environment of Visual Basic, we have developed the sententious and convenient menu, provided the good interface of person and machine. The remote SMS wirless communication between "MFC-3 Controller" and PC is realized by GSM modem, analyze the load of dam through observing the soakage curve and seepage stress of the dam.The systems are applied practically in ShiXia Reservoir. It is shown, in practice, that they run well and reliably. Meanwhile, they are of some reference value to the Water Level Automatic Measurement and Forecast System of the other Reservoir.
