For some reasons, such as programming, construction, aging, management, there have been some defects in many existent sluices inevitably. The defects in some sluices are very serous which have influenced the benefits of the sluices, threatened the lives and belongs of the people living in the downstream and restricted the growing of economy. So the safety appraisal of sluice should be done in time in order to sufficiently know the situation of the sluices and give direction to the decision-making of the government and the design of the reinforcement. Then the work of reinforcement can be carried out step by step.In this paper, a generally analysis is given to the main defect types, the causes, the detection, reinforcements and prevention measures of sluices after an investigation to some representative sluices in Jiangsu province.The safety appraisal of sluice can give some answers to the questions how serious the defects are and if the sluices can be used sequentially. The stipulation for safety appraisal of sluices has given us some directions because the work of investigation, detection, checking computation has been delicately stipulated in it. The conclusions reached in the step of safety appraisal are drawn by several experts because consummate evaluation system is lacked. Not only safety problem but also applicability problem and endurance problem should be considered in the appraisal work. So we should analysis the reliability of the sluices in the step of safety appraisal.At present, in the reliability evaluation of sluices there are two approaches that are level-assessment method and reliability computation method. The level-assessment method is easy, practicable, and operational by constituting a hiberarchy, which can make complicated problem layered. At first, the lowest layer is evaluated. Then the whole evaluation conclusions can be drawn by synthesizing layer by layer. Researches on this method have been done by some scholars and there have been some useful productions. In this paper, based on the above researches, the multi-layer fuzzy expert evaluation method has been advanced combined with the safety appraisal of sluices. So far, studies on systematic reliability of sluices are very few and it is primarily discussed in this paper. At last the stability against sliding of sluice chamber is analyzed compared with the method of safety coefficients.
