The upstream Yellow River contains abundant hydropower resource. In the well-timed period of Western Development and under the system of roll cascade development, In order to save the investment, shorten time limit for the project and expedite the cascade development of hydropower in the whole watershed of the Yellow River, it is stratagem significant to adjust the selection of planning flood discharge of the downstream hydropower station in the construction period in accordance to the practical situation, using the large controlling function of impound to the completed hydropower station in the upstream. In the article, considering the characteristics of the scarce water from the upstream of the Yellow River and low water level operation of Longyangxia reservoir, a special analysis is done on the planning flood discharge of the completed and under construction hydropower station in the upstream of the Yellow River in the construction period. The main achievements are as follows:(1)Through the research of the basic characteristics of the runoff yield in the upstream watershed of Longyangxia hydropower station of the Yellow River, the years in which the watershed is involved could be considered as low water.(2)Through the analysis of the experience and lesson of selecting the planning discharge in the construction period in completed Longyangxia and Lijiaxia hydropower station, measurable adjust to the construction plan and the planning flood discharge in the construction period is necessary and feasible.(3)After the reduction of suitable construction flood planning discharge of Gongboxia hydropower station, not only the security during flood period in the first year after postponing closure is insured, but also good condition for cat up with the limit time of the project is created. Profitable attempt of selecting construction flood discharge of Gongboxia hydropower station can offer reference value for other project construction.(4)On the base of discussing the fundamental arrangement and hydrology character of Laxiwa hydropower station, through risk analysis, proving reliability,actual effect, adopt its experience and lesson, put forward concrete suggestions about selecting construction flood discharge. (5) Objectively analyzed and discussed the problem about selecting planning flood discharge when cascade developing river.
