GPS (Global Positioning System) is the most popular satellite positioning system in the world at present. In this paper, a new method of city traffic condition detection is proposed based on the analysis of the development of GPS and the present situation of traffic condition detection. This method can conveniently obtain the traveling time, the instantaneous speed of vehicles and the driveway occupancy. In this method, the speed distribution function can be obtained by fitting short-term continuous speed. The time mean velocity can be obtained by integrating speed distribution function. The traffic volume is calculated by mean velocity. This method realizes real-time detection of traffic condition. It is important to city traffic guidance and control. It is also necessary to the realization of intelligent transportation system.On the basis of real-time detection of traffic condition, valid forecast of traffic condition is very important to city traffic guidance and control. The artificial neural network (ANN) has the characteristic of non-linear system identification. Therefore, it is suitable to traffic condition prediction. However, traditional neural network has the disadvantage of local minimum, low converging speed, limited generalizing ability, etc. Traditional ANN is usually not suitable to real-time processing and can not perform on-line learning.In this paper, based on the analysis of the disadvantage in traditional artificial neural networks, a real-time prediction model for city traffic condition is proposed with the combination of high-order generalized neural network and genetic algorithm. Genetic algorithm has the ability of global optimization. Therefore, local minimum can be avoided when training the neural network by the genetic algorithm.Moreover, with the traffic condition prediction by neural networks, a real-time vehicle tracking, positioning and guiding system is proposed based on the combination of GPS and GIS technology. With the well-developed GSM system, the vehicle guidance system can be realized.
