Distribution System is a link from generators to users. It lies in the central areas among the loads, supplying energy to users directly. With the development of our economy, the reconstruction and building of distribution system are going better and deeper. When power is flowing through the network, transformers and airlines are sure to consume some energy, especially in the distribution system leveled 10kV, occupying a great proportion of the whole energy loss. So great attention should be paid to the optimal operation of the distribution systems.Network reconfiguration and capacitor control are two useful ways to the loss reduction. When studying the economic operation, we only need to find out the optimal operation mode during reconfiguration, which can get the least loss in normal conditions. Given the capacitor placement, capacitor control means to make out a best plan of the capacitors so that the voltage is in the normal level and the network loss gets the least.Genetic Algorithm (GA) is a widely used optimization algorithm in many fields. If it is used to the distribution system reconfiguration directly, the problem will become too large and the optimization speed may be too slow to stand. However, Distribution system has its own operation and structure characters. If we could use these characters properly into the GA, we may get a much better result in a shorter time. The paper improved the simple GA through the forming of chromosome code, the turn of the switches to be chosen, the proposal of the solution that doesn'tfeasible as well as the converged condition. When study capacitor control, we also take the minimum energy loss as the goal, use binary system as the code system and GA as the solution way to find out the best plan. Test results show that the way the paper has brought forward is effective and practical.Network reconfiguration and capacitor control both can contribute to the reduction of energy loss. Theoretically if the two are integrated, more reduction were to be received. However, each problem is complex enough. Immerging the two can only result in the insolvability of the new problem. The solution is separating the big one into two sub problems. Which mode we should choose is the most important. Studying the distribution system, we find that doing reconfiguration will have more influence on capacitor control than capacitor control will do to the reconfiguration. So we take the reconfiguration prior to capacitor control. Test results show we can get a much better result than the two previous ways.
