Study On The Methodology Of Dynamic Planning In Small Towns Targeted At Accommodating To Economic Development

Traditional planning of small towns in China is somewhat unscientific, because it follows the same pattern used in planning of big cities. The development particularity of small towns and the specific demand on planning methodology have not been paid enough attention to. In practice, that planning is lagged behind development has undoubtedly become a fact, which is caused not only by the limitation of technology but also by the weakness of planning methodology. This paper is supposed to seek an approach to make the planning of small towns more flexible, and thoroughly change the passive situation. This paper discusses the drawing up methodology of small towns planning. First analyzes the dynamic and uncertainty in the planning of small towns under the market economy, and indicates that the rigidity is the characteristic and weakness of planning of small towns. Then it interprets the dynamic planning in system science, summarizes and reviews the study on dynamic used in urban planning in foreign countries, and suggests that dynamic be use in the planning of small towns in China to make the process continuous and the choices various. Meanwhile, the paper summarizes the changes from target to process, from time to scale, from static to dynamic in planning of small towns in China. At last, it made some elementary study on contents, characteristic and methodology of dynamic used in layout planning by stages, Short-term rolling planning and regulatory detailed planning of small towns.Study on dynamic planning of small towns is especially significative during the process of searching for a suitable path leading to urbanization and development in China.
