The Future Development Of Regulatory Detailed Planning In China

Being as a connecting link between planning concept and administration, regulatory detailed planning plays a significant role in Chinese urban planning system. The dissertation, by reviewing on the evolution of regulatory detailed planning in China, summarizes the experiences of regulatory detailed planning, analyses its problems, explores the future development and brings forward the measures and advices for improvement. In Chapter One, the context of the initials of the regulatory detailed planning in China and its growing process based on practices are introduced, as well as the substantial impetus to its continuous renovation. Furthermore, the development history of regulatory detailed planning in China is illustrated generally from many professional experiences and case studies.Chapter Two not only reviews on the technical approaches and the evolution of Zoning in America, but probes into its essence and substance. Based on comparison between Zoning and regulatory detailed planning as well as references to relevant experiences from domestic and foreign countries, some improvable resources for regulatory detailed planning are recapitulated here. Reviews on Chinese urban planning and planning making system are contained in Chapter Three, which addresses their main characteristics along with the function and the role of regulatory detailed planning in urban planning and planning making system. Chapter Four, concerning the contents, the making way, the approval and the implementation of current regulatory detailed planning in China, analyses the issues both in its legislative and technical aspects, as well as the relationship between regulatory detailed planning and urban design. In Chapter Five, several practices, which are representatives of regulatory detailed planning recently, are introduced, so that the current changes and explorations of regulatory detailed planning are reflected. Statutory Plan in Shenzhen City is characterized as an innovative way both for administration system and urban planning system. An effective way of combining urban design with regulatory detailed planning resulted from Practices in Jiaxing City. Some tentative ways, coupled with local environmental characteristics and special development pattern, were groped in the project in Chongqing JiangBei Town. Readjustment of regulatory detailed planning in Beijing plays an important role in exploration of dynamic management and complementarity of regulatory detailed planning. The case studies above make the key development trends more clearly. Being as the conclusion of the whole dissertation, Chapter Six describes the future trends of regulatory detailed planning in China, from mainly two aspects, detailing the future trends to legalization of regulatory detailed planning and its development in technology. Also some recommendations are given,which might be useful for the future professional practices.
