Study On Process Or Volume Control In Reservoir Operation And Forecasted Flood Operation Rule For Biliuhe Reservoir

As one of the main structural flood control measures, reservoir plays an important role in national economic development and social stability. Rational forecasted flood operations for reservoir may effectively handle or mitigate the main contradictions existed in reservoir flood operations, and can favor the effective integration of flood control and beneficial functions of reservoirs.Based on summary of the task, classification of reservoir flood operations and the tendency of reservoir forecasted flood operations, the course of dynamic control on the flood limited level and its research productions are first synthetized in this paper, and then the reasons of reservoir flood forecast errors and the distribution rules of forecast error are advanced. According to the lucubration of dynamic control of flood limited level and the reservoir forecasted flood operations that the differentiate target of reservoir process or volume control style in operation and flood forecasted operation rule for Biliuhe reservoir are mainly developed, and the research fruits are listed as follows:On the basis of the existing theories of process or volume control style for reservoir that the differentiating target is proposed by the method of investigating the effects of flood forecast errors. In this research, the paper chooses the amplitude of the highest level of maximal degrees of forecast errors in operation as the value index, which can estimate the influencing degree; then the paper chooses the percentage of flood storage capacity and total capacity of reservoir and the ratio of flood storage capacity to the feature volume of reservoir as judgement indexes of peak control; finally, the paper takes Biliuhe reservoir, Baiguishan reservoir and Shenwo reservoir as examples to illustrate the process of the classified target determination, and the applicability of the proposed method is also testified.In view of the disadvantage of not making full use of flood storage capacity of the principle adopted by Biliuhe reservoir, the rule of forecasted flood operation is analyzed in this paper.According to the distribution rule of flood forecasted errors that two forecasted flood operation rules are presented for Biliuhe reservoir. The effect of reservoir design flood with runoff or discharge forecast errors on reservoir forecasted flood operation is evaluated and operation results are analyzed, the results show that the rules presented in this paper are more reasonable and feasible than existed rules.Finally, the summary is given, and some problems to be further investigated are discussed.
